From the FAQ:
"Jay and Silent Bob is meant for the console. We are planning to first release the game on PC and Mac via Steam and the Humble Store. Later we intend to release on PS4 and Xbox One and possibly mobile. When this option is available we will be offering keys at an additional $18.00 which will include the PC or Mac version as well."

Yeah, I'm not putting up money for a version I don't want on the off chance they might someday get to a version I do want.
