I had the same 99% problem trying to download it last night. It hung there for a while (twss) and eventually I got a popup (again) that said "Can't download Fable II". Then I got similar "can't download this" notices for everything else I had behind it in queue. I was able to go back and download those through my download history, but Fable II doesn't show up in my history at all.
