Not according to the wiki page.

Also, without the add-on, most of Perfect Dark is inaccessible (including the single player mode). The box for Perfect Dark included the disclaimer, "Expansion Pak Required for Maximum Gameplay!"
It also appears only two games actually required it, Majora's Mask and DK64.

I'm telling you that Wiki page is not complete. I distinctly remember it being packed with Rogue Squadron, at least for a little while. Cause we had people trying to return it without the expansion pak...

^ That's how I got it, from Blockbuster, IIRC. I still have the N64 box in my attic should anyone need photo proof.

Oh, and not that I care, but regarding my Goldeneye weapon answer (Watch Laser), I got it from here: http://davidwonn.kontek.net/ge007stats.html

I never played the game much but since it listed damage and ammo, I assumed you could tickle someone with it in game. Maybe not.

Interesting. IGN doesn't recall that either:

The Expansion Pak, which debuted at around $50 in stores during the holiday season of 1998, was not a requirement....

So, Nintendo was smart to not require the Expansion Pak right away. It wasn't until late 1999 the Nintendo finally released a game that required the add-on to play: Donkey Kong 64. And then Nintendo did something even better -- it included the Expansion Pak in the first roll out of DK64 so no player was left behind. That is how you foster good will for an add-on. The 32X used its own series of games, splintering the audience for the add-on. Nintendo's approach was far more inclusive, waiting a year before ever thinking of making the memory booster essential.

The second (and only other) game that required the Expansion Pak was 2000's Legend of Zelda: Majora's Mask. Majora's Mask did not include an Expansion Pak.
The first (only?) pack in was DK64 which came out in November '99. Rogue Squadron came out in December '98.

Even at the end of the Rogue Squadron review you have:
1. Buy the 4MB Expansion Pak. Without it, you won't see Rogue anywhere near its full potential.

    Well, I'm not going to admit defeat on this, but the 3 boxes I have that indicate expansion pack support (Rogue Squadron, Battle for Naboo, and Majora's Mask) all say they're enhanced for it, but none of them say they include it.

    It's possible they were shrink-wrapped together or something, but I can't prove.

    Luckily, you can't disprove it so we can both suck it
