Does XBox 360 upscale 720p games to 1080i or downscale to 480p?

Does XBox 360 upscale 720p games to 1080i or downscale to 480p?
I have a television that does 480i/p and 1080i. No 720p. I want to get Burnout but it says it's only 720p on the back. Will the game system upscale it to 1080i or downscale it? According to IGN, BioShock is also going to be 480p and 720p, which is upsetting.

It scales to whatever resolution you have setup in the dashboard.

I have a 1080i TV and can confirm it upscales.
