OK... We have unlocked most all of the costumes. But how can we activate them and pick the different ones??

Got it!
Instead of hitting the normal button to select the character on the character selection screen, hit the "Start" button to select him/her. The costume in the icon will instantly change and you will have just selected to play as that character as well
