the best improvemnt i can think of would be better physics/manuverability in combat. Being able to actually lean around corners, or dive behind cars and stuff to avoid gunfire would be great. Just running in straight lines and shooting has really got to go. Of course the GFX need a bit of a clean up as well.

Usage of the system clock to change the weather(meaning during the winter months it'll snow and cars and other drivers will be more prone to skidding etc) and use the clock to determine time of day. Meaning, during rush hour, there will be traffic jams, more accidents etc than during off times.

A secret island/area that opens up after you beat the game. There were always rumors about them when GTA3 and VC came out. I think it'd be sweet to have.
Personally, I like the cut scenes. And I thought the story was great. At least compared to all the other video games. The swimming obviously, would be nice to fix. But then when I'm playing with my friends, it'll take forever for them to die, and for it to be my turn.
Then, the system clock would be a great idea.
Oh, and of course, the Online play, which would RULE. I was thinking, one big deathmatch in the city. Oh man.... Oh man...

I heard that the game will probably will be released in the fall of 2004 but then again who knows. And to those who are crying that there should not be another GTA game my advice to you is DON"T BUY IT!

3. I really liked the buying property aspect, expand upon this in the next one to include customizing the house, and improve other aspects to make it more in-depth. I loved this feature... really gave ya the feel that you were "owning" the town.
4. Falling into the water doesn't cause instant death!!! So maybe when you crash a car into the water that's a death, but come on... the athletic build of the main characters in both games can't swim?
5. The ability to "call in the crew" during missions. Call in your cronies to help you out in situations. So some missions would need to involve huge battles where you need reinforcements.
6. Next setting should be current times, I loved the scarface feel of Vice City, but now that this has been done move it back to current times, possibly liberty city again...
7. Play as your own custom created character? Just dont have them be a mute like in GTA III.
That's about all I can think of right now.

Besides a lot of the suggestions already mentioned, I'd like to see future games set in some foreign cities like London, Hong Kong, or even Tokyo.
Plus, this would change the gameplay dynamics a lot, but if you could actually move upwards in the crime hierarchy, that would be really cool. You start out as just another thug but you eventually move up to control maybe 3-4 guys and eventually become a mob boss yourself. They could even incorporate squad based tactics for your different henchmen. I don't know, that might be stretching a bit.

I would like it to be in present day also. most of the 80s cars sucked anyway. It would be great to have esclades and new hummers, navigators and benz jeeps. It would be cool to be able to have a semi that can carry cars on it like a moving garage. You could call on it anytime and the driver would meet you anywhere. gliders might be cool for flying. Motorcycles with side cars. custom motorcycles would be cool( choppers, Fatboys). The lowriders that have switches should be able to control the front back and side to side. 3 wheel motion would be great to use when going around corners. Brinks trucks would be cool to rob also.

A branching story ie True Crime. If you fail a mission and keep playing it can affect your ending.
Better aiming system VC was a slight improvement
