We might also add that many Sega arcade games never got port overs to systems. The DC was the perfect system to see home ports of (excuse me if I get the names of these games wrong) Super GT, L.A. Machineguns, Gunblade, Emergency ??? (the ambulance game), and Star Wars Arcade. I'm probably missing some, but just Star Wars arcade could've sold a few million more DC's and the port would've been easy as pie.

DVD Talk Legend
When Sega started going downhill with the 32X and SegaCD (and then the Saturn which wasn't backward compatible, and then the DC which still wasn't backward's compatible, I started thinking they should get out of the hardware biz and just do software for all the others. When they started announcing titles for GC, XB, etc, I thought this would be a second renaissance for Sega. Why do companies continue to ignore fans waiting to hand them money? If we were still using carts, I could see ports or updates of older games being a risk, but with CD/DVD technology, they can do small print runs as needed.
I'd settle for a graphical cleanup of Nights at this point for the GC (of course it sure as hell better have the Christmas Nights mode)

They had a Model 3 arcade beat em up game called Spikeout that could have been ported to Dreamcast/PS2 under the Streets of Rage name. I never understood why they didn't do that. It had a lot of style and even a multiplayer/online with machines in different arcades! The graphics were cool for their time, tho would be a tad dated now.
Also, why would they do Fighters Megamix now? It's a mix of fighting games and they don't have any fighting franchises alive except for VF. There'd be no excitement to it unless they licensed characters from other company's current fighting games.
