There are some first person shooters, i.e. Doom, Wolfenstein, Ecks vs. Sever. They make good use of the GBA's shoulder buttons (for strafing), and are all around classic intense/action games.
Really depends on what you mean by action though. There are a ton of good platformers, and some decent racing games. I saw Rock and Roll Racing in the store the other day- I don't have it for GBA (yet) but owned it on SNES and it was a fantastic game.
