yeah they are very similar. GTA: VC is just unbelievably fun to play. I'd also recommend a game called Freedom Force. I picked it up at Wal-Mart last week for $18 as part of a 4 game pack that also includes Earth and Beyond, C&C Renegade, and NFS III Hot Pursuit. Not a bad deal for some classic gaming.
