I had trouble finding the Esperanto too. Here's the cars that have fixed locations:
Landstalker: Dirtbike Track, Starfish Island's Northwest House
Idaho: Moist Palms Hotel Parking Lot(Not always there)
Esperanto: North of North Point View Mall, beside a building.
Stallion: Moist Palms Hotel Parking Lot (Usually There)
Rancher: no fixed location known
Blista Compact: no fixed location known
Sabre: no fixed location known
Virgo: no fixed location known
Sentinel: Inside Sunshine Autos
Stretch: Mansion on Starfish Island
Washington: no fixed location known
Admiral: Starfish Island's West House
Cheetah: at the docks on the first island.
Infernus: Mansion
Banshee: Starfish Island, Most Western Middle House
Phoenix: Starfish Island: Most Northern House
Comet: In front of the golf course, Starfish Island, Northeast House

I tried that....its never around there...I'm thinking thats the location next to your hideout, which randomly places a car there every time. It was never the Esperanto for me .

It took me forever for the Esperanto. Finally found it and wrecked. What I do then is run around to find another. It appears as the most common car on the road is the one you are/were driving. The second one is easiest to find.
Last night was the admiral, I kept jacking Washingtons!!

The lists amazingly get easier as you go along. I've finished all four, and none took me as long as the first one, and the last two took almost no time at all.
The third list cars can all be found on Starfish Island if you look in all the driveways and watch the traffic. Since it's right by Sunshine Autos, this list takes no time at all. The only car I didn't pick up in a driveway was the cheetah, and I found that one driving around while driving another sports car.
On the fourth list, the Ice Cream truck seems to only appear at the Cherry Popper Ice Cream factory, and only if you've purchased it. The Cuban Hermes cruises the Cuban area of Vice City constantly, and the voodoo cruises the Haitian area. The rest are always found in their "proper" locations.
The only advice I have for the other two lists is just to do them concurrently, using the Sunshine Auto garages to store the second list cars. Be patient, the cars are no harder to get than many of the cars on the Import/Export garages in GTA3. Also, some of the cars on the second list look very similar, so if you see a car you think you already have, jack it anyway, just to make sure. I also recommend jacking and indentifying any car that you don't recognise -- you might think the car you're looking for looks different than it actually does.

Regarding the Cherry Popper business, do not under any circumstances, use it's save point. Apparently, it has a bug that occasionally corrupts saved games. It's just not worth the risk to use.
Also, to get the business making money, you have to sell 50 "treats" without ever exiting the truck. It's not hard, just find a pay and spray and run into it whenever you earn a star (about every five to ten sales). Don't sell in the gang areas either. If you hear gunshots, haul ass and don't look back and don't sell in that area anymore. I found the best business to be over near the original save point (and there's a pay and spray nearby too).
If you get the message "no paying customers in this area", try moving a bit and trying again -- the people who want to buy what you're selling are totally random. One second they'll be interested in buying, and if you move, they won't be. Conversely, sometimes a whole crowd won't be tempted, but if you move ten feet and stop again, they'll flock to your truck like true crack addicts.
I also only stop when I see crowds of people. No sense stopping for one sale, and if there's no one around, there's no one to buy either.

Are there any savepoints you can buy that are near one of the guys you get a mission from? For example, what is the nearest savepoint for the cuban gang leader? It seems like all the safehouses are pretty far away from a mission point and dont seem worth getting.

If you only buy one safe house, buy Hyman Condos. 3 garages, helicopter, and it's in a good location. The Cubans and Haitans are right up the highway and there are other missions in the area later. Once you can buy businesses you'll have save points all over too.
