That's what Raylight Studios claims their Blue Roses Engine can do:

As for these demos, keep in mind that they are probably using all of the GBA's resources and power to produce them. Do they have sound, which must be processed by the CPU (since the GBA doesn't have a sound chip)? Even then, there's still things like AI and game logic that have to go in there in actual games.

They also had a demo of a game that looked like Resident Evil. Keep in mind that they probably could look much better, but only did these as an example of the capabilities. As for full motion video, the new Britney Spears games has a full screen, 1 minute long clip from her concert. That's pretty impressive. The review in IGN claims that the video and audio is great despite the limitations and single speaker of the system.

Ok ok its not up to where PS1 games are now but its a lot closer than I thought it could come, but I was pretty surprised that a handheld could pull of graphics like that, after watching the moving they don't look like sprites either, they're real polygons!
I found the game I was thinking of that had FMV, it was Dragon Ball Z: The Legend of Goku. Actually that game looks pretty good, kinda like a 3/4 view action rpg.
Still I hope they keep putting out 2D games on the GBA....I'm a 2D freak SMW and Castlevania!!
