I think the reasoning behind a second All Stars show would make sense since its been 20 years since Big Brother premiered. I would hope they pick different people to return for another season and not houseguests that have already come back since their first seasons.

They probably don't want to deal with an unknown cast that could cause more controversy for the show especially after last season and with what's going on in the world right now. Do they have time to go through the social media history for a completely new set of people right now? They'll probably pick the former HGs they consider to be low risk for causing issues.
