No, Mark Frost's "Secret History of Twin Peaks" talks about Harry's brother Frank. So it was planned well in advance.

That was a fantastic episode. I got really excited (I actually jumped up off the couch) when Cooper went all "Jason Bourne" on that guy...I thought for sure it would give him his memory back, but I guess it was just muscle memory, as he's back to Dougie when the cops show up. :(

Good episode. Dougie is showing more signs of waking up, his wife is great as always.

The Buckhorn detective is one of the cops that responds to the car accident involving Rita/Camilla on Mulholland Drive.

Yep, and his partner in Mulholland Drive is Robert Forster who plays Frank Truman.
