Having The Atom not shrink makes no sense. They're essentially just using the name. There were lots of armored suit wearing heroes in the DCU, they should have gone with one of those.

Which is all well and good but that doesn't explain the lack of shrinking. I actually thought his sleep depravation antics were going to lead to him accidentally shrinking himself.

They're just straight up changing the whole point in using The Atom name. Was Ray Palmer even rich in the comics? I thought he was just an really intelligent scientist?
It would have been more interesting had they gone with someone like Mister Terrific (yes, I know he's not technically armored, but smart enough to build one) or John Henry Irons (or any of the other DC armored heroes). At least that might have made some sense.

Ray Palmer is a brilliant physicist in the comics. I'm not sure Routh could convincingly play a brilliant physicist. The character we've been getting on Arrow is basically Ted Kord in all but name, a brilliant inventor and rich CEO that made money off his own inventions.

There are two reasons the DC higher ups won't use the Ted Kord Blue Beetle. The current Blue Beetle (Jaime Reyes) is their highest profile Hispanic character. They are proactively pushing diversity. That's why Cyborg is getting more exposure. The second reason is the toys based on the new Blue Beetle are easier to sell that Ted Kord bases one. The new Blue Beetle actually has super powers vs the old one that is too similar to Batman or Green Arrow or Owl Man or even Marvel's Iron Man.
I have no idea why they couldn't have both Blue Beetles running around at the same time, it's not like Jaime and Ted share personality characteristics or even origin stories. DC and Warner by extension get real nervous when multiple versions of the same character are running around.
