Trying to identify late 80's cop / crime movie with bullet necklace

I've been trying to identify a late 80's movie I saw on TV that is about a cop / former cop who wears a bullet on a necklace. In the end of the show he pulls the bullet off of the necklace, loads it into a pistol and shoots his nemesis.
