Tywin explained this in the scene where he told Tyrion that he would be marrying Sansa. A Lannister and a Stark will bear an offspring that will have claim to the lands to the north. I think... I re-watch every episode with the closed captions on so I can better understand who is talking to whom and why.

It doesnt matter what state Winterfell is in, a true Stark with the backing of the crown owns the North

Late coming to this thread. But that was why the first half of book 3 felt like a chore to me and I had to make myself sit and read it. Once I passed about the halfway point, I couldn't put the damn book down it was that good.

Are you saying that because it gets better once they get past the Sam stuff, or because his story manages to get more interesting?

They get past the Sam stuff. I can't recall if he still has POV chapters in the second half of book 3. But there is so much more going on. For me, the Sam, Jon, and Wall stuff is not as interesting as other character POV chapters.
