Wasn't that covered with the difference between invoking the magic in a book or item versus casting a spell (like lightning bolts for instance) yourself without using an object? Pretty much anyone could do the first but not the second.

I guess Nikki Wood was more memorable than Xin Rong, but she was the first one I thought of when I wrote the question. Spike killed two Slayers, people!
