I'm okay with that. From the article it sounds like they're wanting to put together overall better episodes. If cutting a few per season and running them all together helps that it's a good move.

If they're still going to be making each episode under a 6-day deadline, I don't see how a few episodes less per year can improve things. I think they just want LESS stressful weeks per year. Especially since they have all that BoM money now.

They've been doing that for years so I'm not exactly sure what you mean by this comment. I'm a pretty big fan of the show so maybe I'm biased but I haven't really felt a lot of the newer episodes are nearly as bad as some people make them out to be. The Book of Mormon may have stressed them a bit for a while and may have impacted some episodes when they were first premiering but I thought the last half season was pretty strong overall. They have a dud now and again that doesn't quite work all the way but overall the show is still fairly strong.

I hope they still do a Manti Te'o episode, even though the story will be old news by then. (It's kinda old even now.)

I think Matt Stone clearly gives the reasoning right in the article:
"...we won’t break up the year so we can more easily do other stuff."
Before, with South Park season split in two, they had to fit other projects in the 4-5 month breaks. Now, they have one massive 10 month break between seasons that they can use to film a movie, stage a musical, etc.

I'm kind of hoping they do a movie here and there now that they'll have more off time. I enjoyed their films they've done thus far and have wanted to see more from them that wasn't South Park.
