Because it was better served to go directly to Gibbons, who already has first hand knowledge of the events and have him talk to the rest of the committee, than face the whole committee and risk not getting anything at all.

Why didn't she have her own vest? And why take a fellow cops when she (as the boss?) knows the rules and is supposed to be leading by example? He may have offered it to her, but why would she accept it and allow him to break the rules? And then attempt to overturn the pension decision because she feels bad about it? And do it behind the scenes with the corrupt person she is trying to take down? (choosing expediency instead of having the courage to face the committee... solid leadership)

The whole thing just makes her character look weak. I don't know if that's by design or not.

I think it's assumed that Gibbons basically owns the committee, and that it's final decision is basically his decision. I realize this wasn't said out loud, but it seems to be inferred especially since the city finance/lawyer guy was basically in Gibbons pocket.
