I remember him in the movie, had the talking head and "a-boots", minister/prime minister-something. He really does not have a name.

The wikia page says Canadian Minister of Movies so I would have to say no to Prime Minister.

I'm going to gather a few pics for the final question. If no one says anything, we'll let my initial ruling stand as acceptable.

But does that exclude the possibility there is a Prime Minister?

I don't think PM should count either since I don't think one is ever shown, except Saddam, who wasn't Canadian anyway. But if they can find a scene where the PM is shown, maybe the episode with the pinewood derby, then I think it should count.

I'm definitely thinking of the movie. I thought there was a scene with just the Prime Minister. But if that "Minister of Movies" guy is the only thing close in the movie, I'd have to say I'm wrong. Unfortunately I'm at work and can't check right now.
