Both of these count. Time's Arrow Parts 1 and 2 are the episodes* where the Next Generation crew goes back to 19th century San Francisco and meet Mark Twain. Year of Hell Parts 1 and 2 are the episodes* where the Voyager spend a year fighting the Krenim, a race that has temporal weapons, and at the end the timeline gets reset and the Voyager decides not to go through Krenim space.

With the evidence presented, Bajoran should count. I'll change it when I have time.
Romulan still shouldn't count because he was not in the Delta Quadrant.
Riker isn't counting, he was an admiral in "All Good Things..." and we all fucking know it.
If any more fucking old people bring up the lack of TOS-specific questions I will dock you 1701 points. Some of us were born in the '80s.

At the time, it wasn't clear that it was temporary though. For all intents and purposes, Picard was dead and unlikely to come back. I thought about answering Riker too, and I still think he should count as a right answer. I didn't stick with it because these questions tend to bite me in the ass.

As I mentioned earlier, if Starfleet had intended for the promotion to be permanent, they would have let Riker retain his rank (even if that meant he was on another ship) when Picard was brought back.

ETA: I have been meaning to mention that the best Captain Riker argument is from Parallels. I believe in that episode, there may have been one universe Worf jumped into with Riker as Captain and another at the end with all the mirror universe Enterprises where an Enterprise terribly damaged by conflict with the Borg was commanded by Riker, who indicated Picard was dead. I think the latter could very well be a field promotion, but the former seemed to me to be of permanent nature.
ETA2: Yes, in "act 4", Captain Riker meets with Worf and Worf asks how long he has been Captain. He says 4 years. 4 years is clearly not a temporary field promotion.

Good catch, JJ. I almost went with captain of the NX-01 in the alternate universe ST:Enterprise episode(s) "In the Mirror, Darkly", but then I remembered that there was no 'Starfeet', but a 'Terran Empire' instead. And then I also remembered I couldn't remember the name of the captain.

It would still be a field promotion, though. What makes it a field promotion is the way it happened. Picard was gone. Somebody had to lead. It was Riker. There is no indication that Riker would have retained the flagship even if he were promoted to Captain (and not just a Commander who was captain). Indeed, putting Jellico in charge later in the series tends to argue that he would not have retained that command. In fact, the Picard-Jellico transfer of power is a beautiful contrast to this one. Picard was relieved of command by Starfleet. It was permanent (except that it wasn't, due in universe to the way Jellico handled the transition, I guess, and in reality because there was no way Stewart was going anywhere).
