They are laying down a lot of ground work still, and I'm eating it up, but I have a couple of issues. Dexter seems a bit to nonchalant about finding the skin patch slayer. He still doesn't know what the kid brother was doing at Freebo's and I doubt the other murders are unrelated. I would think he would want to get out in front of whatever is going down.
I'm still trying to get a handle on DA Prado. I just have no idea where they are going with him. I suspect his brother is more tied up in the Freebo thing than we know, or maybe it's the whole family.
I'm starting to dislike the CI character. They seem to be setting up a Cop/CI romance with Deb, just like her dad, but I'm not buying it. It seemed really forced when Batista's like "You have to make nice with the CI, he knows the streets." What is this guy, Huggy Bear? The actors have chemistry, but considering Deb's trust issues with men and how shady this guy is I'm not buying it yet.

Great episode. I have to agree with the CI it did seem a tab forced.
As for Dex not being interested in the skin patch slayer, it isn't really a matter of him not being into it, but more his life (and the character as a whole) has changed a lot in the last two seasons. That is obvious, but also there is no urgency for him to catch the guy yet. When the CI turns up dead and Deb starts to freak out, that is when he will get interested.
Lastly, Deb had the line of the night, with the comment about the kid...which sadly I can't remember all of it other than, "chubby cheeked shit machine".

I thought Deb would surely know enough Spanish to understand some of the song's lyrics to know that CI was mocling her. Jennifer Carpenter has this funny way of delivering cuss-laden dialogue, she would have fit in well on "Deadwood".
Miguel seems to need a lot of hand-holding, but I don't know it's a character quirk or if he has other plans to bring Dex into the fold of justice enforcement that operates outside the law, even if his day job as DA prevents him from being as aggressive as he'd like to be, but recognizes Dex's talents and sense of morality.
Not too crazy about the baby subplot.

I've got to give this season credit: I have no idea where a lot of its plotlines are going to lead. Prado finding out this early about Dexter killing somebody really surprised me (I was assuming it was going to echo Lundy's arc last year), and Dexter pulling away from "the Code" (this week intentionally killing somebody who, while a bad guy, was not a killer) really has me excited to see where it all leads.

This seasons episodes seem much shorter than seasons 1&2. I can't ever remember an eppy being only 50 mins long before this season, but the last 2 have been. What gives with that? that said the show is still great. I'm interested to see how the Prado link plays out.

I'm going to guess that Prado's other brother, the sheriff, is somehow involved in the killings.

Surprised no one has mentioned this yet, but I have a feeling that Prado is going to be calling up Dexter in the next few episodes to "handle" another person. I also think giving the shirt to Dex will come back to haunt him like the blood samples the black dude found in S2.

Spoiler:
I'm still figuring out what Miguel's bother (the sheriff) role will be eventually. It seems that when he does show up in the episodes it's spotty and he's always yelling at someone

I also agree with those who don't like the baby storyline. I never liked Rita, so that doesn't help either.
