The Wire - how come Bunny could keep Namond, but Carver couldn't keep Randy?

The Wire - how come Bunny could keep Namond, but Carver couldn't keep Randy?

When then-Sgt Carver tried to offer himself to be Randy Wagstaff's Foster Parent, the agency said it would take 3 to 4 months (which he could have done, but apparently didn't), so Randy got stuck in a group home, where he either got tough or died (he apparently got tough, as we saw in season 5); meanwhile, Bunny Colven decides to take Namond under his wing, into his home, and raise him - no fuss, no muss.

Why was it so easy for Bunny to do this, yet impossible for Carver? Was it because Namond's natural mother gave her consent, or something?

While those two boys were having their futures arranged, two other boys were left alone, to rise (Michael) or rot (Dukie) in the streets...but that's another story, I reckon.

Yeah, Namond's mom let it happen b/c Wee-Bay told her to. After the death (?) of Randy's foster Mom he was basically in the care of the state. Unlike Wee-bay, Cheese was not a factor or influence in Randy's life.

Carver essentially forgot all about him, didn't visit him, nothing. I couldn't stand to look at Carver during Season 5. After getting clearance after the 3-4 months, he coulda taken Randy out of that hellhole, but no...he tried, then gave up.

I ponder the future of Randy (Randolph?) Wagstaff. He looked hard. Scary hard. He truly lost that childhood innocence when we left him after Season 4...

Namond was GIVEN to Bunny by Namonds PARENTS

Randy was IN THE SYSTEM
