Lance Henricksen and Terry O' Quinn in Millennium would be at or near the top of my list. While the show was lacking sometimes, I always enjoyed their characters immensely.

If dramatic range is the yardstick, the Browder/Black combo is pretty hard to beat.
They could go from screwball comedy to heart-wrenching drama. Often during the course of a single episode.

a great show that was overshadowed a bit by x-files.....loved it. and lance is fantastic as a grumpy guy with a craggy face *and* a robot.

I think my #1 does go to Claudia and Ben. I haven't seen them in SG1, but they were perfect together in Farscape. They must have loved working with one another.
G'Kar and Londo get honorable mention. Again a great evolution of characters and personalities.
