The show needs to do two things.
1) Get back to the real-time concept. Having characters go anywhere in LA between commercials, and Chloe being able to track down leads in ten minutes allows them to cram more plot into each season, and that's bad. Very bad. The more convoluted the terrorist plots become, the closer the show slides towards Charlie's Angels territory.
2) Plan the season in advance. After the last few episodes, I think it's clear that the writers came up with the Logan twist and then realized they couldn't stretch it out for the rest of the season, so they came up with a find-the-MacGuffin plot where Jack and the bad guys kept stealing the recording from each other. And when even that couldn't fill out the rest of the season, they had Bierko escape and pull one more cannister of nerve gas from his butt. If they'd had an outline for the season from the get-go, they could've planted hints of Logan's complicity, and known how long it would take to expose him after Bierko was captured.

After the first season, the producers should have changed everything about the show except for the real time/24 hour concept. All new cast - all new setting.
Season 1 - day on the life of the Counter Terrorist Unit
Season 2 - day in the life of a single father & his 3 teen aged children (2 boys, 1 girl)
Season 3 - day in the life of a hospital ER room
Season 4 - day in the life of a group of irreverant old ladies in a retirement home
Season 5 - day in the life of a paranormal detective agency
etc.
