Musical Guests and SNL

Why do reruns of SNL have both musical guest songs on them?

First, off, obviously, the show is being cut down from 1.5 hours to 1...Why take even more comedy out and include the two musical performances? Does Comedy Central (years ago)/E! want a break from all the comedy, to take out weak sketches, or are they obligated to keep the musical performances in as part of the syndication contract/deal or something like that? Also, does Comedy Central/E! decide which actual sketches go on??
