M*A*S*H, then Seinfeld
Impressive cast listing for Seinfeld.
Check out the listing for M*A*S*H: Guest List
Freaking huge. From Bruno Kirby in the pilot to Rosalind Chao in the final episode. There is no other sitcom, or TV show outside of the Twilight Zone and Hee Haw, that comes close.

And I left out a few (because they are give-aways):

This one
But to be truly honest, despite what we all may think of it now, "The Love Boat" utterly blows away the other shows mentioned.

I hadn't thought of Batman Bill. Given its short run, I suspect M*A*S*H probably still beat it in terms of guest appearances.
That said, I have to point out you've left Burt Ward off the list of regulars. Holy oversights Bill, surely you just forgot to show Robin some love.
The Love Boat, and maybe Tales From the Crypt, probably does go above others in terms of guest appearances.
:-)

Wow, interesting list... and it does seem to break down among age groups.
Most of my favorites in this category have been said:
Seinfeld
Sopranos
Arrested Development
But I'd like to add one I've not seen mentioned. And if you've never seen this show.... find it. The Larry Sanders show. Not only one of the funniest shows ever, but a cast that was amazing:
Garry Shandling
Rip Torn
Jeffrey Tambor
Janeane Garofalo
Penny Johnson
Scott Thompson
Jeremy Piven.
... etc
Oh, and Bob Odenkirk too.
And so many celebs played themselves ... with the best being recurring roles by Jon Stewart and David Duchovny.

Well I admit my viewing of older shows leave a lot to be desired, here is my list:
Deadwood: Even though it's a young show practically everyone on the show is a great great actor. McShane does outshine everyone, but the rest are all practically on the same level as far as acting, screen presence, chemistry goes. Save for the local Deadwood Robot (Bullock).
All in the Family: like Swearengen, Archie is the dominant force, but they're all so damn good.
Sanford and Son: One of my all time favorite Straight man/Funny man combo's.
Sports Night: I was going to put the west wing here, but I think SN had a better balance when it came to it's characters.
And for my crazy pic is The Muppets from the Muppet Show. What? They had something for everybody, not to mention the guest stars.
Honorable mention:
Sesame Street. Shut up!
The Wire.
Soprano's (I personally hate this show, but I can appreciate the cast)
West Wing
I Love Lucy
The Office (perfect melding of quirky characters and actors to bring them about)
