While I don't necessarily disagree that Sheridan (or an equivalent) wouldn't have shown up in the series in some capacity, there's this overview of the five year-plan, publicly released by JMS after the "The Gathering" aired:

I don't, however, buy that Sinclair was always going to be written out of the series halfway through it. Not only do I think he was originally to have been on the series for its full five-year run, but that he was to have been the main character.
I don't believe that the reasons for O'Hare's departure have been fully disclosed -- whether O'Hare wanted out to pursue other things, the suits wanted a different leading man, JMS was running into story problems, or some combination of those three factors.
At the end of the first season, one character will undergo a MAJOR change, which will start the show spinning on a very different axis. The first season will have some fairly conventional stories, but others will start the show gradually moving toward where I want it to go. One has to set these things up gradually. Events in the story -- which is very much the story of Jeffrey Sinclair -- will speed up in each subsequent season.
