Big New Enterprise Season 4 Spoilers
The official Star Trek site put up an interview with Manny Coto, the executive producer who will be taking over more of the writing duties this season. This is some of what he said:
There's all sorts of stuff about Orions, a three-episode Vulcan Civil War, Andorians, the Eugenics Wars. Why couldn't Manny Coto have come to the show sooner?

From the storylines I have read on Trekweb, it doesnt sound real promising. Remember B&B are still Producers and can veto anything Coto does.
As long as they are still in place I think Trek will still me mediorce.

The BIGGEST problem with Enterprise that the other series didn't have is there are certain rules they CAN'T break, because we already know what happens in the future. If they would set another show in the 24th century (or beyond), they could make it far more interesting, IMHO.
