Possibilities:
He knows about Cordy and Fred, and he was only counting those two because he knew Gunn wasn't out of it for good any more than he was.
He doesn't know about either Cordy or Fred, so he meant the one he knew about plus Gunn.
He knows about all of them but meant Cordy and Gunn because he's counting Ilyria as just a replacement for Fred.
