I think Spike quietly killed it. It was immediately and painfully obvious how bad the new episodes were when the originals were airing right before them.
After that disappointment, Spike's hype-mongers just let it quietly go away with no fanfare to save face. I can't say as I blame them.

There was a rumor a while back that said that the show would return after some modifications were made to the show. That was a pretty long time ago, so I really don't know what ever happened to it. Frankly, I really liked the second episode of the series (the one where Ren seeks theropy for his treatment of Stimpy), but the rest of the series was pretty awful.
The original series has returned to Spike TV, however, so maybe it's a sign that Ren and Stimpy: Adult Party Cartoon will return.

Futon Critic has a very vague article from November, promising that the TNN SpikeTV cartoons will return in "first quarter 2004".
