Yup.. TiVo (standalone) works fine with Dish Network. I use the medium quality setting and get decent playback. I use the TiVo to record run-of-the-mill sitcoms I may or may not get to watching. I also use it for local off-the-air TV stations since it seemlessly merges those with my Dish Network lineup. I also use it to find shows I want to record in top quality.. then I set the dishplayer to record it.
I never had a problem with the IR blaster from the TiVo changing channels on my very very basic Dish Network receiver (2700 I think it is). My apartment is pretty dark inside, so maybe that is why?

Regarding your option#3 - Tivo is currently offering a 40 hour for $199 with free shipping at their Website with the Tell a Friend promotion. This price does not include the subscription fees which can be paid monthly or per the life of the Tivo unit.
I have a 60 Hour Series 2 unit which I upgraded with a 120GB hard drive that gives me 144 hours of recording time at the basic level. Upgrading the unit is failrly straightforward if you have experience with upgrading a PC hard drive.
The Tivo unit should work with DISH. I use my Tivo with Cablevision digital cable.
I highly recommend checking the tivo community forum at www.tivocommunity.com for additional information if you decide to pursuit the Tivo option.
