Low speed pursuit?

Low speed pursuit?
So, i'm watching KCAL 9 in L.A. and there is a low speed pursuit going on. the suspect is going 35-50 MPH on the freeway. any guesses as to why the suspect is going so slow?

Hey, the guys smarter then the one chase down in florida a few days ago where the moron car jacked a Mail truck. thats an automatic 25 years in Federal Pound you in the arse prision.

Most pursuits are low speed, from my experience. If a policeman tries to do a traffic stop and you don't stop, but don't speed, that turns into a low speed pursuit.
Pursuits have nothing to do with not being able to catch up to someone one, they have everything to do with not getting someone to stop.

edit: my co-worker said that the guy drove into a dead end residential street, and the cops got him there.
