I can get down with this list.

Not too fond of the "series actor/actress" categories, especially with only four nominees. If they intend to combine comedy/drama, they need at least 5 options. I hate to say it, since I was thrilled she won the Emmy, but I'd bump Doris Roberts and add Sarah Michelle Gellar. Her work throughout was wonderful, but her work on Season 5 of Buffy (I don't know if they only count the 2001 episodes, but even just those) was amazing.

I'd also make an extra spot for miniseries actor for Damian Lewis from Band of Brothers. I'd probably bump Kingsley if I had to, but it's stupid to just have 4, especially with so many excellent mini-series this year.

Drama series - The West Wing but Buffy should get it.
Comedy Series - Everybody Loves Raymond but Curb should get it.
Movie or Mini-Series - Band of Brothers will probably get it. Didn't see the rest of the nominees.
Series Actor - Gandolfini.
Series Actress - This is a tough one...my bets are on Edie Falco.
Movie or Miniseries Actor - I have no idea...didn't see any of the nominees.
Movie or Miniseries Actress - Same thing...never saw any of these movies.

Not good at predictions, since it's tough to gauge what mindset voters will be in at any given time, but here's who should win IMO:

Drama: West Wing
Comedy: Sex and the City
Series: Band of Brothers
Actor: Gandolfini
Actress: Falco
Miniseries Actor: Branaugh
Miniseries Actress: Davis
