It would be best not to try to evaluate the "Science" part of Quantum Leap. It's an incredible show and one of my all time favorites, but things don't always add up.

basically Al and sam play "A christmas carol" on this guy
at the end Al is the ghost of christmas future

they usually explain this stuff though
I know animals and little kids can see Al normally
but they didn't give an explanation for this one

Animals, kids, greedy misers, and people "truly" in love with Sam. I think black people, pregnant women, and men with Altzheimer's can also sense Al's presence. Also when Sam's outside of his own lifetime, all bets are off.

Since it was always made pretty clear that the ultimate force behind Sam's leaps was God, and that God's purpose behind using Sam was to help effect changes for the better in the lives of those Sam encountered, science either could be followed or ignored, depending on what would best be conducive to God's master plan...

I believe the official reason they give in the episode is that Blake and Sam have similar brainwave patterns, allowing Blake to see whatever is "transmitted" from the imaging chamber. They make a small adjustment to this transmission so that Sam can see.

Thanks for the memory jog. It was explained at the beginning of the episode that the brainwave frequency of Sam and Blake were fairly close to each other, so Blake was able to see Al at the beginning. Al made a minor adjustment, and Blake wasn't able to see Al anymore until they decided to do a version of Scrooge.
