It was funny but sub-par for Family Guy standards we have come to love.

Yes that was Hugh Downs doing the voice. And I almost died when Diane said, "....and so far she has swallowed a record amount of se(a)men."

Did anyone else notice that Neil's father's voice was done by "Sol Rosenburg" from the Jerky Boys? I'm not absolutely positive, but if it wasn't him, it was higly influenced by him. Can anyone confirm this?

I'm almost certain. I've heard 4 of their CD's, and Neil's dad was even saying stuff like "Thank you very much!" to the mom (forgot her name) and the remark about people shoving rocks in his ass.
