why do low bitrate low res bluray rips look better then dvd

a video ripped from a bluray and compressed to xvid avi around 1000kbps at like 720x304 or whatever to keep correct aspect

why dose it in most cases look much better then the dvd copy i own?

what source video do they use to make the dvd?

i would have thought a dvd with a bitrate of 5000kbps+ would look better
