Why Isn't There a Option to Send Scheduled Emails?
 
Like, if I want to finish a email now and set it to be sent an hour later. Or, I write an email now and set it to send at 12am on someone's birthday. Is there one that I don't know about?

in Outlook, there's an option for "Do not deliver before" that will delay the send until the date you set.

Yeah, Outlook will do this, but there are two catches:

1) If you're using POP mail, you have to keep Outlook open (or use a batch file to open Outlook so that it can send the message at the right time).

2) If you're using Outlook in an Exchange environment, you have to keep Outlook open if you use Cached Mode. If you don't use Cached Mode, then you can simply set the "Do not deliver before" option and close Outlook, as the email will reside on the Exchange server until sent.

GroupWise will do it too, it's called Delayed Delivery
