IE home page is reset automatically to junk page each time I reboot - Help!

I am rather inept at technical computer matters, but hopefully someone here can help:

Something has gotten into my Windows System files to make my home page default to some crap advertisment .php page each time I restart my computer.
If I go into Properties and manually change the home page URL before I open Internet Explorer, everything's fine (until I restart again, and it defaults to this again).

If I open the URL it has set, it tries to get me to download a 'winpromo.exe' file that Norton detects as a Trojan.
I ran Norton and it does not detect anything after quarantining and deleting the file.

I've run AdAware and Spybot to remove any 'bad' surface files.
I've tried reinstalling Internet Explorer.

Anyone have any other ideas, aside from reformatting my hard drive???

Also consider stop using IE (after you fix the current problem ofcourse) and trying out an alternative browser like Opera or Mozilla/Firefox.
