Is this an MSN IP range?

We have a banned member on our webboard and have been keeping a close watch on who joins. Well today we got another member who's ARIN is the same as the banned member. I'm not sure if this is an MSN IP or a work address. Can anyone tell?

As far as I know L3 provides backbone services to a lot of ISP's. MSN didn't want to build their own network infrastructure, so they lease it from L3. Could be the same person, but then again it may be someone else.
