I found FaH's page on how this is handled.

Fandango at Home often may base its decision to provide free upgrades based on the rights it receives from studios for specific items of content, which consistently evolve. Examples of some of the factors that may determine eligibility may include, but not be limited to, how a consumer acquires a film (e.g., was it disc to digital, a digital copy, purchased through a source other than Fandango at Home, or originally purchased through Fandango at Home), or when a consumer acquires a film (e.g., sometimes eligibility may be based on original purchase date). Because there are so many films, so many studios that license content to Fandango at Home, and so many ways that consumers may acquire (and so many dates on which a consumer may acquire) a particular item of content in their library, it is difficult to describe all the rules for when we may provide an upgrade. Since sometimes upgrades are based on when or how a consumer received an item of content or studios’ rules for upgrades may evolve, different consumers may or may not receive upgrades or may receive them at different times. This is also because sometimes Fandango at Home may need to take some time to do upgrades in batches—often it isn’t done all at once. The best thing to assume is that you won’t receive an upgrade, but be pleasantly surprised if and when you do. And, we love to provide as many pleasant surprises to our customers as we can.

This crap is why I almost never buy from FaH anymore. iTunes is much more straight forward.

They also have a deal where you can pay $20 to upgrade your HDX copies to 4K if you already have it in your library in HDX. Some people on the other site have been saying that their HDX copies that they had purchased from Fandango at Home were upgraded to 4K for free.

I attempted disconnecting and reconnecting MA and FAH. Now in the MA purchase history the upgraded titles list today as the day procured from FAH but resolution are still listed HD. And the original date is no longer listed at MA. Yet on FAH purchase history the original dates and a note stating upgraded today.

At least these titles are UHD on FAH even if they port to MA as HD.
