So I bought the Nightmare collection at DVDEmpire.com using Webcertificates, then I got the following email:

Your credit card company is unable to issue DVD Empire
an automated approval. Please contact your credit card company
to resolve this problem or resubmit the order with
another credit card.

What Does This Mean?

DVD Empire uses a credit card network to obtain
an approval code for your card. Obtaining an approval code via this
network is considered an 'automated approval'. We were unable to obtain
an approval for your card via this network. The credit card company has
asked us to physically call for an approval. DVD Empire only honors
orders where we can obtain an automated approval because of the
long length of time that an approval via phone can take.
We apologize for any inconvenience this may have caused.

Basically, my question is...whut? Aren't webcertificates accepted everywhere mastercard is accepted? Who the? What the? How the?

Okay, so I spent a day contacting DVD Empire CS and Webcertificate.com CS. DVDE has a really poor email service system, so I finally called Webcertificate.com. They were kind enough to call DVDE and talk to them about my order. DVDE basically had no real answer for the problem, except that sometimes if the shipping address is different than the billing address, bad things happen. That, or their server was down. That, or...well, you get the idea. Like the book says, "Excuses excuses excuses."

Basically, if anyone has a Webcertificate, don't use it at DVDEmpire.com. And beware of the DVDEmpire customer service emails, as well.
