If you refuse a shipment?

....who is liable for the return shipping?I ordered an oil -filled radiator heater thru Home and Beyond(thru Amazon) and I tried to cancel the order but it was too late.If I shipped it back it would cost about 20 bucks but what happens if I refuse shipment?

If you refuse shipment, you will not be responsible for the shipping.

As long as you haven't opened the package, you can drop it off at the PO and not have to pay for return shipping(just make sure that you write "Refused-Return to Sender" on the package).

Using this procedure, doesn't it have to be returned via the original delivery service?

I would at least contact them and find out what my options were. I don't think they would just automatically credit your account for the item if you send it back in a way they don't authorize.
