Amazon Sourcing Fee?

I just noticed for the first time today that certain DVDs on Amazon have a "sourcing fee".

For example, here's a link to "Motorcycle Diaries":

$19.98 plus $3.63 "sourcing fee".

What is this, and why only certain DVDs? ("Infernal Affairs", for example is $14.99 with a $14.50 sourcing fee!)

They used to do this on really low-cost items to make up some of the handling charges. For DVDs, it's probably a way to trick low-price search engines into showing your website as having a low cost for an item. I hate to see them resorting to those tactics. It's a really bad idea.
