If you're a Powerseller, yes. If not, I don't think so. You'll just have to e-mail them. They get back pretty quickly.

They prefer emails. You might want to checkout the messageboards on ebay for more information. If you are willing to post your problem they have some posters that can steer you in the right direction. Even give you links to the exact form you will need.
