No stores in their right mind will give you cash for returns without receipt. The best they would do is to give a store credit or gift card
Until recently when the Disney Store launched their new Gift Cards and Merchandise Credit Card (replacing the paper merchandise credit slips), any return that was under $25, even if without a receipt was given back as cash.

The product was returned for the lowest price that was shown in the store computer, but if the total was lower than $25 the guest got back cash. If over $25 they got a paper credit slip to bring back to purchase with at a later time.

Now that they have Merchandise Credit Cards ("special" gift cards) any returns without a receipt are given store credit on these cards as they are easier not to lose than the merchandise credit slips were.

I totally agree with Target's return policy. I do disagree with their price matching:

If someone has an item on sale, Target will not match the price unless the same item is also on sale at Target! What the heck is up with that???

I hear different things from different stores. One target will pricematch just about any ad, no grocery stores.

Another Target will only pricematch with similar stores ~ Kmart, Walmart. They will not match specialty electronic stores like CompUSA, BestBuy, or Fry's Electronics.
