buy.com gift certificate problem

Back in December 2000 I ordered an HP computer from BUY.com in response to a promotion where they would send a $100 gift certificate if purchasing the computer. I send the form in, and waited for my gift certificate. I emailed them about six times, and kept getting the same lame response that basically said "we are looking into this".
Well, after SIX months, I got the following email:

Thank you for contacting us at buy.com, the internet superstore.
We appreciate your business and regret to inform you that we will be
unable to issue a promotional buy.com gift certificate on order #
9708557 per the PC promotion.
We were unable to verify receipt of your claim form.
Please write again if you have any other questions or concerns.
We look forward to serving you in the near future!

This is utter nonsense. It took them six months to figure this out?
Did anyone else respond to the promotion and not get their gift certificate? Did anyone actually get one? If enough people did not get their gift certificate, can anyone say "class action suit"?
