paying taxes for online orders

Im in Canada and noticed that Barnes and Noble apply taxes to orders shipped to Canada. Is this new ? Ive only ever shopped at Amazon and only used to pay taxes when The customs caught it at the border
Is this common practice now or just something unique to B&N ?

I often order from HMV.com (I know... High prices but with the Garageband and Mountain Dew rebates their prices are the bests) and even if my shipments come from Ontario I have to pay the Canadian AND the Québec taxes...
But from all the online stores from the US I ordered from (not only for DVDs) I was never charged taxes (and never got hit by the customs). Looks like I will NEVER use BN.
