A modest slowburn thriller that follows a predictable path down familiar territory as a woman, newly moved to an apartment in Romania with her husband, finds herself lonely and isolated due to the language barrier and her husband's busy work schedule. She begins to grow increasingly paranoid that the man in the neighboring building is constantly watching her through his window, following her around town and just might be the serial killer in the news who is cutting off women's heads. Has her feminine sense of danger alerted her to a true menace or is she just being a frightened, delusional woman who is victim to an overactive imagination?
We've seen this plot before of a protagonist who believes that they are in imminent danger from someone yet have a difficult time convincing anyone to believe them. Watcher doesn't break much new ground, though it does an effective job at suggesting that the hysteria is all in its main character's head and that various circumstances have lined up perfectly to cause her to believe in a grim situation that doesn't really exist.
For a chunk of its running time not much really happens in Watcher from a plot standpoint, but it remains quite watchable due to its location filming in Bucharest, stylish direction from Okuno and an appealing lead performance from Maika Monroe, who convinces as a woman who feels victimized by both a creepy stalker and by those who fail to believe her. I saw this today. It's pretty slow and I think it was okay at best. I don't mind an occasional slow burn thriller, but I thought 3/4 of the movie didn't really go anywhere. The resolution in the final act was moderately satisfying although it did stretch credibility and there are a few too many coincidences.
This relied more on the creepy factor than being a really engaging cat and mouse thriller between Julia and creepy dude from across the street. I think this wanted to be an Alfred Hitchcock style thriller. Not a movie I would want to own or re-visit.
I did like that it was filmed on location in Romania as opposed to being in New York, LA or any big American city.

I'm glad to see Maika Monroe in a movie again. It had been two or three years since I had seen her in something.
It apparently broke some records for IFC:
Chloe Okuno’s feature debut Watcher recorded the biggest opening weekend grosses ever for IFC Films and its IFC Midnight/Shudder label on 764 U.S. screens — also one of the distributor’s widest ever releases.
The genre thriller that world premiered at Sundance then SXSW reported an estimated weekend gross of $815,000 and a PSA of $1,067.
