I think it's because how the probes turned to ray guns and those will change to I'm guessing the alien DNA thing. So you usually get some of those when you open bags so if people already have enough...

I almost feel like the leveling up of the characters is a tongue in cheek joke about these type of games having you constantly leveling up things for minor incremental benefits.

Does anyone know leveling up barbarian homer does yet? I'm assuming I'm not far enough in the story line yet to know what it does but I've leveled him up to about level 5 so far.

I think you want your friends to attack you as you get Elixir and gold for repairing your buildings. At least I think so, I'm still confused.

I've never seen that mentioned on any site or under any tips. So while I haven't tested it myself I'm just going under the assumption that you don't get extra XP for waiting.
